Union Members Ratify 2012 Performance Based Compensation Agreement
The results from the vote on the 2012 PBC are in, and GAO union members overwhelmingly ratified the performance based compensation (PBC) agreement for 2012. The Union Elections Committee certified the results on Thursday December 1, with 94 percent voting to approve the pay agreement.
The key aspects of the agreement, which applies to Band I, IIA, and IIB employees (except for employees in the Professional Development Program (PDP) and Communications Analysts Pay Process (CAPP)) who meet expectations, include:
- A PBC budget factor of 0.8 percent
- A minimum of $300 PBC
The total PBC will be provided as a permanent increase to base pay up to the applicable salary rate maximums for the employee's geographic zone. Employees will receive a cash payout for any amount in excess of the salary cap. However, consistent with prior pay agreements, certain employees who exceeded the salary cap when first placed into Band I or IIA on January 8, 2006 will receive the full amount of PBC as a part of their base pay. The pay adjustment will go into effect on the pay period beginning January 1, 2012.
Note that employees in the PDP and CAPP programs receive performance compensation differently, under separate pay systems
Diversity Delegate Brownbag on Monday December 5
The diversity delegates will be holding a brownbag briefing on Monday December 5 at 2:30 ET in Headquarters room 2950B and by dial-in.
This will be an informal meeting to foster communication between union representatives and bargaining unit employees, particularly around recent union activities, and issues of interest to African-American, Asian-American, LGBT, Hispanic, Disabled, and older employees.
The meeting is open to all bargaining unit employees and will include substantial time for employee questions and answers.
Annual Membership Meeting on Wednesday December 14
Union members should mark their calendars for our Third Annual Membership Meeting mid-day on Wednesday December 14. We will send further details to members in the near future.
The meeting’s agenda will include highlights of the union’s activities over the past year, a panel of leaders from other federal unions discussing the budget experience in other agencies, and an opportunity to review the 2012 GAO Employees Organization budget. Refreshments will be served.
In the afternoon, we will hold an open house in the new Union Office in 5K45 with union officers, representatives, and volunteers.
Upcoming Meetings
The Assembly is scheduled to meet as follows. The January 11 meeting will start at 3:30 ET (12:30 PT), all other meetings will start at 3:00 ET (noon PT). Meetings are scheduled to run an hour and a half. If any member would like to participate from an unlisted field office or while teleworking, they should contact their preferred union representative, so that we can make arrangements. Please note that these meetings are generally not eligible for official time for most members, however we set aside some time at the beginning of our meetings for employees to share their views.
