For these reasons, it makes sense to the leadership of both bargaining units to consolidate within Local 1921. The process of consolidation is a routine technical matter for executive branch agencies, to provide a more efficient arrangement for employees and for the agency’s interaction with the labor organization. For the GAO Employees Organization, the process will begin by submitting a petition to the PAB. GAO management has reviewed the petition and does not object to the request to consolidate the units. The decision will ultimately be made by the PAB.
If the PAB approves the consolidation, all existing bargaining agreements would remain in effect. Representatives of both bargaining units would meet and discuss changes to the internal governance structure and Constitution to assure that all employees are represented. The representatives would also discuss with management how to proceed in terms of bringing all employees under a comprehensive collective bargaining agreement. These steps would take thoughtful consideration and some time and would be done with input from dues-paying members.
