This tentative agreement addresses multiple issues we have heard about from you over the years. Specifically:
- We have reached agreement to negotiate PBC amounts prior to GAO receiving an appropriation. While both parties have the ability to renegotiate amounts under certain limited fiscal circumstances, this provision should reduce the delays between when a performance cycle ends and when employees are recognized for their performance.
- The newly negotiated mechanism increases the number of payout categories, so that employees with no marginal ratings will receive additional pay for each exceptional rating. Under the prior system, employees needed to have 2 of 3 exceptional ratings (or 3 of 4 exceptional ratings in the four-competency model) in order to receive the Top Performer Increase (TPI).
- Under this agreement, negotiated PBC amounts will go directly to individual employees instead of to band-based pay pools, which were then divided among individuals in those pools. Compared to the prior system, this will make it easier to calculate how much PBC one will actually receive.
